Mobile Communications Device Policy

In response to feedback gathered throughout the year, Superintendent David Lattig heard from many families, staff, and community members who expressed a desire for a mobile device policy across all schools. In response to community input and to comply with a new California law requiring school districts to restrict mobile device use on campuses, the Board has approved a new Mobile Communications Board Policy 5131.8 that will take effect at the start of the 2026-2027 school year. 

This policy aims to minimize distractions, promote student wellness, and encourage students to be more engaged in both their learning and their connections with others. 

Here’s what families need to know about the new policy: 

Mobile Devices include: 

  • Cell phones, smartwatches, smart glasses, gaming devices, AirPods, earbuds, and similar technology. 

For State Preschool/Head Start, Elementary & Middle School Students (Grades TK–8): 

  • Students in grades TK–8 may not use mobile communication devices while at school, including lunch, recess, and before/after school or daycare settings. If a student brings a mobile device to school, the device must be silenced and stored out of sight in a backpack, bag, etc. 

For High School Students (Grades 9–12): 

  • If a student brings a mobile device to school, the device must be silenced and stored out of sight in a backpack, bag, etc. during class and instructional time. 
  • While we encourage students to minimize device use on campus, high school students may responsibly use mobile devices during lunch in accordance with school rules and expectations. 

Important for All Students (Grades TK-12): 

  • Mobile devices are prohibited in restrooms, locker rooms, or any area where privacy is expected. 
  • For any communication during the school day, students and families are encouraged to use the school’s main office phone to get in touch with one another.
  • Staff may confiscate devices used in violation of the policy, following each school’s specific protocol. 
  • Repeated violations may lead to progressive discipline in line with the District's student conduct policies. 
  • Staff may not permit the use of mobile devices as rewards or incentives. 
  • The District is not responsible for lost, stolen, or damaged devices brought to school or school events. 

State of California Legal Protections & Exceptions 
A student shall not be prohibited from using a mobile communication device under the following circumstances: 

  • When a licensed physician or surgeon determines that the device is necessary for the student’s health or well-being. 
  • When use is required by the student’s individualized education program (IEP) or Section 504 plan. 
  • In the case of an emergency, or in response to a perceived threat of danger. 

We understand mobile devices can be an important part of a family's daily routines. This policy is designed to enhance learning, minimize distractions, and promote student wellness on our campuses.
