  • NOTICE TO BIDDERS

    NOTICE IS HEREBY GIVEN that Turlock Unified School District (hereinafter referred to as “Owner”) is soliciting Proposal for Professional Services for:

    FACILITIES ASSESSMENT AND DEVELOPMENT OF COMPREHENSIVE DISTRICT-WIDE ENERGY EFFICIENCY, WATER CONSERVATION, AND UTILITY SAVINGS PLAN

    as per the Request for Proposal which may now be obtained electronically from www.turlock.k12.ca.us/rfp, by contacting the Office of Business Services at (209) 667-0632 x2302 or at Turlock Unified School District, Room #212, 1574 E. Canal Drive, Turlock, CA 95380, or e-mailing Julie Tallman at jtallman@turlock.k12.ca.us.

    Owner will receive sealed proposals in response to the RFP no later than, Wednesday, June 9, 2021 at 2:00 pm on the clock designated by the Owner or its representative as the governing clock, at: Turlock Unified School District, Room # 212, 1574 E. Canal Drive, Turlock, CA 95380, Attention: Barney Gordon, Assistant Superintendent of Business Services.

    This RFP is issued pursuant to authorization by the District’s Board of Trustees and any contract may be awarded in accordance with Government Code sections 4528 and 53060.

    A Non-Mandatory pre-bid virtual meeting will be held on Wednesday, May 12, 2021 at 10:00 AM via Zoom. The invitation for the Zoom meeting can be obtained by emailing the address listed in Section 10.0 or visiting https://www.turlock.k12.ca.us/rfp.

    Respondents must have the necessary qualifications to provide the requested services in accordance with California law and any required licenses.

  • What is the goal of this RFP?

    As TUSD believes there is significant funding that will be available to address air-quality issues, our goal is to be as prepared as possible if said funding materializes. This includes ESSER funds, AB-841 funds, potential Federal infrastructure funds, and more. As requirements to access some of these funds have yet to be released, and others require applications, we are hoping to be as prepared as possible with data to make smart decisions.  We believe this data should include results of testing of our current systems, evaluation of age & status of our equipment, and energy use & potential savings from replacement. 

    Once data has been collected and funding opportunities present themselves, the District will bid the work, as appropriate, in a delivery method that works best for the project.

    Additionally, some school sites are already under contract for upgrades that include HVAC replacement. We may choose to have some of these systems evaluated prior to replacement to open access to potential funding that may become available.

  • Are audited financial statements required?

    In accordance with section 6.E, the Submittal Evaluation Criteria of the RFP, the "general financial strength of the Respondent and ability to uphold all obligations, guarantees, warranties, and promises for the respective stated durations of the Agreement" will be evaluated during the selection process. 

    Section 1.D of the Response Form and Questionnaire indicates "respondents should provide information demonstrating the financial strength of Respondent, including audited financial statements for the previous fiscal year of the enterprise and ability to uphold all obligations, guarantees, warranties, and promises for the warranty and service period of the Project." 

    As audited financial statements are not required in the RFP, lack of such will not disqualify a respondent. If a responder is not able to provide audited financial statements, it is recommended the responder explain as much as per section 1.0 of the Response Form and Questionnaire of the "brief cover letter [...] and highlight any omissions or additions to the package [and include] any special notes which may help with the review of Respondent’s RFP Response Package."

  • Will there be one, or multiple, respondents chosen for all scopes of work or all sites?

    In accordance with section 1.0 of the RFP, the District reserves the right to award a contract to one or more respondents for work on all or a portion of the site(s), possibly resulting in multiple consultants for the project, each for one, several, or all of the site(s). 

    Although our preference would be a single successful responder for all scopes of work, our intention is to have the flexibility to not only award different responders work at specific sites, but also award different responders different portions of the scope of the RFP.

  • What is the anticipated length of the contract?

  • Will the responder who creates your plan also be able to be the installing entity via design build?

    Once the data is collected, the District may choose different methods to resolve any issues that present themselves. The District may choose to perform some maintenance and upgrades in-house, it may be done through methods that may or may not require a formal bidding process, or entering into a more formal construction delivery method which may include design/build. Additionally, some work is currently under contract but the District may choose to have current systems assessed if necessary to apply for funding opportunities.  

    Responders to this RFP, depending on scope of work awarded in this RFP and the method in which the District chooses to address any recommendations, should review Government Code section 1090 as there may be conflicts for specific projects.

    In accordance with section 1.0 of the RFP, the District reserves the right to award a contract to one or more respondents for work on all or a portion of the site(s), possibly resulting in multiple consultants for the project, each for one, several, or all of the site(s). 

    Our intention is to have the flexibility to not only award different responders work at specific sites, but also award different responders different portions of the scope of the RFP.

  • Does TUSD expect actual installation quotes from qualified contractors?

    No.  

    TUSD will take the results of the requested assessments/recommendations and make the determination of how best to proceed to address deficiencies identified and recommendations made as a separate action.
